From the 1980s of the 20th century, as the development and popularization of the personal computer (PC), the global opened computer network Internet was introduced. The Internet succeeded to connect innumerable distributed computer networks together throughout the world. It accelerated the information sharing over the world and improved the communication of humans.

Decades’ development of the Internet makes the content in it more and more abundance, and there are more and more human requirements for the Internet. Although the transmission bandwidth of the IP network is improved constantly, and the performance and capacity of the servers which are used to store the content information is also improved, people also complain about the limited speed of the web server. Why does it happen? That is because the mprovement of web server performance, router performance and transmission bandwidth can’t meet the increased content requirement of users.

Nowadays, the audio and video applications develop fast, and more and more ISPs benefited from the streaming media service. At the same time, more and more internal communication and trainings in enterprises are utilizing the voice and data over IP networks. It certainly will challenge the quality and performance of the network service.

Electronic commerce also faces the problems of server over loading and security. Their profit canbe changed any minutes on the Web.

To meet the requirement of users and applications, the extension of infrastructure capacity is crucial. Thus we need a new layer to combine the performance of high speed network and advanced content processing technology together to provide a system platform which supports the upper layer content and applications perfectly. This new layer must be established upon the existing packet and server infrastructure and provide solutions to specific problems such as network congestion and server over loading. The key of this new layer is that it can sense the content as well as it context. Thus it can be aware the location of both content and users and decide the best approach to delivery contents to users. It can also be aware the performance requirement of the network based on the specific content.
